UPSC 2020 Tie Breaking Rules Revised For Civil Services/NDA/CDS/ESE: Check Official Notice

The Union Public Service Commission (UPSC) has recently revised tie breaking rules in the civil services examinations. The revision is done to resolve the cases when two or more candidates score the same marks in the examination. There are many times when two or more candidates get the same scores in UPSC civil services, forest services and other examinations.  These marks are not the marks score in the individual subjects but the aggregate marks.

Benefits of tie breaking rule

The tie breaking principle used by UPSC is beneficial for many candidates who are aspiring to become IAS, PCS or IFS. It helps in improving the ranking of the candidates in UPSC examination.   The recent revision that comes up in the tie breaking rules will definitely help the exam conducting authorities to allot the seat to one candidate among the two or more who have scored same marks.

New tie resolution principle

According to the new tie breaking rules as per the notification by UPSC, if two or more candidates score the equal in UPSC civil service examination for IAS, IPS or IFS then the candidate who has scored more marks in Compulsory Paper and Personality Test altogether will be ranked higher. Marks obtained by the candidates in the preliminary examination of UPSC are not considered for final ranking in the civil services Examination.

Still, if there is a tie between two or more candidates then the seniority of the candidate will be taken into consideration for breaking the tie in UPSC exam. If both the factors are still the same between the candidates then the date of completion of the internship by any or both the candidate will be considered for breaking the tie.

 Changes made in the tie breaking rule

Until 2018, there was third filter also for breaking the tie in the UPSC examination. Even if there was a tie after two filter tie breaking rule, the candidate who scored more marks in the Compulsory subject was ranked higher. However, the third principle is not included in the new tie breaking rules announced by UPSC on February 26, 2020.  It is now two filter tie breaking for the candidates to get their ranks in UPSC examination.

Applicability of the new tie breaking principle

 As per the new rules set by UPSC for breaking the tie in the examination, the revised rules are applicable on the exams conducted by UPSC after 28th August, 2019. Thus, it will give an added advantage to the candidates who deserved to be shortlisted in the examination but due to tie with someone else or others, they could not get the posts.

Apart from the tie breaking rules in civil services, there are many other examinations in which the revised rules are applicable for breaking the rules. Some of the other examinations in which tie breaking rules are applicable are listed below:
