“Atmanirbhar Bharat″

What is “Atmanirbhar Bharat”?

Prime Minister Narendra Modi has announced the Atmanirbhar Bharat Abhiyaan” which is also known as Self Relient India or Self Sufficient India. PM Modi introduced this policy for making India “a bigger and more important part of the global economy”, pursuing policies that are efficient, competitive, and resilient, and being self-sustaining and self-generating. Atmanirbhar Bharat doesn’t mean “self-containment”, “isolating away from the world” or being “protectionist”.The first mention of this came in the form of the ‘Atmanirbhar Bharat Abhiyan’ or ‘Self-Reliant India Mission’ during the announcement of India’s COVID–19 pandemic related economic package on 12 May 2020. In May 2020, Prime Minister Modi laid down the five pillars of ‘Atmanirbhar Bharat’ are stated as economy, infrastructure, technology-driven systems, vibrant demography, and demand.

Why Atmanirbhar Bharat?

The intended objective of this policy is, first interim measures such as liquidity infusion and direct cash transfers for the poor will work as shock absorbers for those in acute stress. The second, long-term reforms in growth-critical sectors to make them globally competitive and attractive. Together, these steps may revive the economic activity, impacted by the Covid-19 pandemic, and create new opportunities for growth in sectors like agriculture, micro, small and medium enterprises (MSMEs), power, coal and mining, defense and aviation, etc. However, there are several challenges that are needed to be addressed in order to fulfill the vision of this plan.

Packages under Atmanirbhar Bharat:

PM Modi has announced to provide an economic stimulus package of 20 lakh crores which is 10% of India’s GDP. This Package aims towards achieving the objective of a self-reliant India Mission by injecting more money into the economy. There are lots of impact of this stimulus package on nations economical condition due to pandemic: Primary, Secondary and Tertiary Impacts.

Primary Impacts:

  • These reforms are steps towards the One Nation One Market objective and help India become the food factory of the world.
  • These would finally help in achieving the goal of a self-sustainable rural economy.
  • Also, the MGNREGA infusion of Rs 40,000 crore may help in alleviating the distress of migrants when they return to their villages.

Secondary Impacts:

  • The importance of MSMEs for the Indian economy, the Rs 3 lakh crore collateral-free loan facility for MSMEs under the package will help this finance-starved sector and thereby provide a kickstart to the dismal state of the economy.
  • the MSME sector is the second-largest employment generating sector in India, this step will help to sustain the labor-intensive industries and thereby help in leveraging India’s comparative advantage.

Tertiary Impacts:

  • The newly launched PM e-Vidya program for multi-mode access to digital online education provides a uniform learning platform for the whole nation, which shall enable schools and universities to stream courses online without further loss of teaching hours.
  • Public expenditure on health will be increased by investing in grass-root health institutions and ramping up health and wellness centers in rural and urban areas.

Slogans for Atmanirbhar Bharat:

Slogans initiated under Atmanirbhar Bharat include ‘vocal for local‘, ‘local for global‘, and ‘make for the world’.During the Independence Day speech in 2020, Prime Minister Modi said that “The mindset of free India should be ‘vocal for local’. We should appreciate our local products, if we don’t do this then our products will not get the opportunity to do better and will not get encouraged in the market. An extension of this slogan is ‘local for global’, that local products in India should have global appeal and reach. Prime Minister Modi, during the 2020 Independence speech, said that ‘make for the world’ should go hand in hand with ‘make in India’ and that the slogan ‘make for the world’ should be a key slogan like ‘make in India‘ is a variation of the slogan is “Make in India for the world”.

Associated Challenges:

The majority of the package is liquidity measures that are supposed to be transmitted by RBI to Banks and Banks to Citizens. This transmission wouldn’t be as smooth owing to the inefficient transmission of monetary policy. The lockdown has lowered aggregate demand, and a fiscal stimulus is needed. However, the package, by relying overwhelmingly on credit infusion to boost the economy, has failed to recognize that investment will pick up only when people across income segments have money to spend. Unless the rest of the domestic economy is revived, the MSME sector may face a shortage of demand, and its production may soon sputter to a close. The government claims that the stimulus package is around 10% of India’s GDP. However, financing it would be difficult as the government is worried about containing the fiscal deficit.

Steps associated with Atmanirbhar Bharat.

During this pandemic time, every business was shut and this affected the nation very badly. The lockdown literally locked up everything and this caused a huge financial loss for all human begins. It was very important for the Government of India to bring back the country’s economical balance and flow some finances in the market. The economic package for the country emerging out of the lockdown requires a stimulus enhancing demand across the economy. India’s foreign reserves stand at an all-time high which could be strategically used to finance its needs. The rest may have to come from privatization, taxation, loans, and more international aid. Atmanirbhar’s plan also encompasses the unfinished agenda of holistic reforms which may include reforms in Civil services, Education, Skill, and Labour, etc.

The Aatma Nirbhar Bharat Abhiyan economic package is expected to ease the difficulties of the migrant laborers and farmers who have suffered the most during the lockdown. It is also expected to support the middle class who pay their taxes on time and help grow some industry including cottage industries, small scale industries, and MSME’s that provide livelihood crores of people. The post-Covid-19 period is tough for the economy this may guide in unprecedented opportunities provided the implementation deficit is adequately addressed.
